I can see no reason to disagree with the previous owner - looks just like a Locost

Its a Locost built from the book, and is pretty well exactly the same as mine

Yep looks like a book chassis to me.

Put some close up shots of the welding up.
It's also worth putting a tape measure across it and see how true it is.
