Could someone explain the purpose for the pastic plunger (28.5 image below)

As far as I can make out, its not attached to anything and just pushes in?

They are adjustment indicators, I didn't fit them on mine, just relied on the turn the wheel till it drags, then back off slightly ploy.

At resr no hb no foot brake you should not be able to push it in.
For the auto adjust to work and the max amont of leverage The drum hb lever has to back against the stop.
people used to incorrectly wind up the hand brake cable adjustment To get a good feel to the handbrake but poor efficency this was a quick test for that
So start with the hb cable slack fit the shoes and adjust them out manually then adjust the slack out of the cable you should then be left with 3 click effective hb with no binding
