IVA exemptions

Hi, in need of some help please. Just plotting some ideas for next year and when looking through IVA guidelines I noticed that IVA exemptions include:

"light goods vehicles (3,500kg maximum weight or less) over 10 years old"

Does this hypothetically mean that an LGV built 10+ years ago ( amateur build with pre 2008 power and running gear etc) could be registered without IVA? Or does the amateur build element override all other statements in the guidance?

Any clarification appreciated,

I think the over 10 years old rule is primarily for imported mass produced vehicles. (ie mx5 eunos, bongo vans and the like)

I interpret it as if you can prove it was (legally) on the road in its current configuration over 10 years ago, then it may be exempt...but amateur built and not re-registered would not count.
