If I wanted to weaken a VE cell, would I input a higher number?

I believe that bigger numbers in the VE table mean more open time for the injectors so more fuel delivered so richer.

What symptom are you trying to remedy?

Just trying for a little economy at cruise, around 70mph-ish, A set tps/rpm area of cells?

I'd leave the VE table alone and use the AFR table to lean out the cruise area. Go easy though. Have you got some ignition advance in the cruise area?
