Paint for steel wheels

We've just bought a 63 plate Mazda 2 to be the school run shopping trolley. It's in good condition, apart from the rear wheels. I can only assume that they've got wet and the drum brakes have never got them warm enough to dry, there's basically light patches of surface rust in the gaps between the wheel cover.

Because she-who-must-be-obeyed wants her car all nice and pretty, I was going to clean up the rust then give them a light dusting. But a light dusting of what? It's not a gloss paint, it's more of a matte black. Is there a particular brand or type of paint that would be a good match? I'd prefer not to paint all four if possible.

satin black is probably what your looking for

may seem expensive but isn't, hot dip galvanise is the best option by a long way and is a lot cheaper than power coat

Probably easier and not much dearer to get a set of used OE alloys.

Yep, that's the next plan. She's mentioned the current tyres are really noisy and they're not exactly a known brand, so I'm keeping an eye out for a set.
