R1 5PW Rev Limiter

The other day whilst making "brisk" progress in my MNR I inadvertantly left my shift to 2nd a bit late and saw about 13.5k rpm on my rev counter. I believe the rev limiter on these engines comes in at about 12k so is my rev counter just innaccurate or is my limiter not cutting in for some reason?

They are known to over read quite a lot so nothing to worry about

This is an aftermarket gauge, not the original bike clocks if it makes any difference.

Comforting to know I probably didn't massively over rev the engine though!
