It's called priming pulse - opens the injectors to nominally bleed air out and get them ready to squirt petrol. However, turning the ignition on and off a couple of times helps with colds starts when your cold start settings are not dialed in.

Can't remember where it is but it depends what version of MS you have anyway - hopefully the name should help you out.

You will find priming pulse setting option in Cranking/Prime table Options are Twice,2 secs and power up.
Also some settings in Warm up wizard

Both found in the Crank/Warmup section.

There is a setting for how long the pulse is in milliseconds , its set to 0 by default so needs to have a figure set in it.
