it's some antiquated form of air conditioner, blows cool air into the car supposedly.
(I only know this after having a close look at it on the day)

Guy with the three wheeler Morgan rep. did the rounds - sure I saw it at the Phoenix in Hartley Witney New Year's Day morning.

There were quite a few morgans on the day and they all had a little pool of oil under the engine!
