It looks from that Spanish website that there is an equivalent of SVA, but I think I have heard that the process is very cumbersome and costs 4x SVA. What a number of people have done (like some in Belgium and Netherlands) is build the car, transport it to the UK for UK SVA, then "imported" it back to Spain. As EU countries have to recognise each others' regulations, the must allow UK SVAd cars to be registered.
