For SVA about 8,000 rpm Don't forget they test your noise at 3/4 of declared max power.

that's question 13 sorted

TBH I doubt you'll get away with it that low nowadays given the actual figure is around 10k, BECs are much more common at SVA than they were a few years ago and I wouldnt be suprised if the testers keep an eye out for commonly used fiddles like that.
