No.

It can be whatever you want.

Well you've got be able to use it! so there is some limit, just not a defined one. Ie, 1cm wouldnt be too close as you couldnt get your fingers round it! And you have to be able to use the other controls, so if your switches were on the dash and your steering wheel was 1m away, that would be too far!
