I was thinking about installing a FIA cut off switch (would be under Sierra steering column's exemption area).

Is there anything wrong with it regarding to SVA?

Nothing wrong with them afaik - in fact I think they count as a form of immobilisor.

If you want to do it on the outside of this area, say on the bodywork, here is how I made my key and transponder immobiliser sva safe:
