It may not need SVA
I suspect the donor quad was put through as a quadricycle MSVA thus making it road legal.
It either has a hopelessly underpowered 250cc engine, or has been, technically illegally, upgraded.
It then had lots of random 'moon buggy' bits and pieces glued/bolted all over it. Whether this is illegal I don't know, but if it ever
gets to go back to visit VOSA after being pulled by a disbelieving trafpol I suspect the new owner might be disappointed.
Maybe because he' a cosmic guy, it was SVA'd in another galaxy
