How do you make a VIN number up?

This hasnt been covered for a while so thought id ak in case any newbies are wondering.

Does anyone know how to make up a VIN number? Can anyone do it or just DVLA? Can i use the character 'I'?

Oh bugger - forgot to ask - how big do the letters need to be? Can the letters and numbers be different sizes? Can i use my Arial font stamps or do i need Times Roman font? Steel or ali plate? Weld or bolt on?
