upwards would this pass?
the plan is to take them off, flip the number plate light over, and cover the holes with the numberplate
You don't have to have a reversing light. The other two you do. No fog light is MOT fail. Single fog light can be fitted centrally or to the
right side of centre.

Maydo, however he may ask where your putting the number plate.
If its so you don't want the holes in the bodywork leave the reverse light off. You don't have to have one, just it must work if it's
present.

also what angle do the lights need to be at, mine are currently pointing slightly upwards
Just the fog light needs to be vertical, mine was just leaning back slightly to the eye but passed OK.
BTW. Cateringvans have the number plate light pointing up.
Bear in mind that if the no plate light is pointing up there must be no direct white light visible to the rear . i.e. you cant see the lens of the lamp.
