does the dash have to be covered/padded for the sva?

No, providing it meets edge radius requirements. Bottom edge must have a 19mm radius if not padded.

Also pay attention to the radii on your instruments. If these don't conform to the radius specs, then you may need to pad your dash to effectively reduce the height of the instruments.
