distances for rear lights

Morning all

Before cutiing and drilling numerous holes in the rear of my car a quick question.

I've looked at al the diagrams regarding postions of lights etc and just want to check. It looks like the distances given are to the outside/bottom edge of the item. Is this right and is it to the edge of the unit or to the edge of the actual reflector/light that actually does something as opposed to the casing which holds it?

thanks for this, once I know for sure I can get cracking.

It's the lens since that's what's important.
