The manual can be found by sending a cheque to VOSA and waiting for the postman. I have one and it is very nice. I'd probably wait for the
MIVA manual, should there ever be one.
VOSA
Full details of what and how it is tested is described in the Vehicle and Operator Service
Agency's MSVA Inspection Manual. A copy can be obtained by calling the VOSA Enquiry Unit
on 0870 6060440 or by sending a cheque for £30 payable to The Vehicle and Operator
Services Agency to:
The Vehicle and Operator Services Agency
P O Box 12
SWANSEA
SA1 1BP
Age related rules are similar but there are differences. The DVLA site should give you the info.

There are no plans for MIVA. Motorcycles are approved under a different EU legislative structure than cars, and so the changes that have brought about
IVA will have no effect on MSVA.

Is this true? Is it? Pleeeeeeeeeeease say it is? Purleeeeeezzzz. It's not that I don't trust you, it's that I don't trust
them (VOSA + DVLA).

Yes. Passenger cars (M1 category) have required type-approval under directive 70/156/EEC for a long time. SVA is part of this directive. 70/156 has
recently been completely revised as 2007/46/EC which now includes buses (M2,M3), goods vehicles(N1,N2,N3), and trailers(O1-O4). IVA is part of this
new directive and there will be IVA for buses, goods vehicles and trailers in addition to passenger cars (see draft manuals on VOSA site).
Categories covered by 2007/46/EC and dates when things change.
Motorcycles (Category L) including tricycles and quadricycles are approved under the completely separate directive 2002/24/EC which is not subject to
any major forthcoming changes.
Whether VOSA wish to increase MSVA fees in line with IVA ones is a different matter, but it seems unlikely without actually changing the test.
Changes like this happen at a much higher level than VOSA and DVLA and IVA has been years in the making. You can be sure that any similar change to
motorcycle approval will come with similarly considerable advance notice!
