Can't say when SVA first raised it's ugly head, but a Dutton that I built in 1984 was just registered as a Ford Dutton, no test, no hassle. This was at that time perfectly legal. To be honest some absolutely dangerous crap was registered before SVA, and in my opinion the standard of build now is at least road worthy, so SVA is doing a good job, regardless of what some people say. SVA was imposed in 1998 but there was an amnesty of sorts for kits which had been bought before then - they had to be completed before 2000.

After that, every "kit" had to go through an SVA.

That is every Kit that uses a chassis from a supplier.

Any kit using the "unmodified" chassis of the original donor is also SVA exempt
