'New' or 'Not New' ... that is the question

I need some help understanding how the SVA/IVA people define 'new'

I am building a seven from scratch and plan to obtain a new vehicle registration. As I understand it I am allowed to have one major component that is 'used but reconditioned to an as new standard'.

In my case I have a reconditioned live back axle. Every other major component is new.

Now comes the questions ... Firstly am I allowed any minor used items? I was planning to use some used Smiths clocks and guages because I have not been able to find new ones that suit.

Secondly, assuming the answer to the above is yes ... when does a used minor component make a major component a reconditioned item? I am setting up the front suspension/brake assembly and was considering using a used upright.

Would that be classed as a used minor component? or would it mean that the whole front end would be classed as reconditioned? ... 'Cos then I would have TWO reconditioned major components and get a Q plate.

The DVLA arent quite so smart as all that. Rally Design sell brand new Sierra uprights so of course thats what you have - just cant find the receipt if questioned (not that i'd EVER suggest you claim they are new to ensure you get a new registration of course!!).

They really arent about to check for receipts for every single item. You will obviously have receipts for engine, chassis etc etc and i assume a receipt for the recon axle so simply present all you have with the major components at the top and declare the axle as your recon item.

I had new parts for all the major parts listed on the V627/1 form with the exception of my engine. They wanted reciepts for all those parts (but not minor bits and pieces and didn't ask if any of them were used). I had a large messy file with lots of other reciepts for other bits in but she took one glance and decided it wasn't worth the effort of sifting through it. The inspection (DVLA) was no more than a cursory look and as long as bits weren't rusty or obvoisly ancient then how would they know the difference?

The wording of the form allows you to get a little creative. For example "axles"; with your rear thats obvious but whats the front? What about IRS; What counts then?
