New reg question

I've read a few posts from some builders getting 09 plates recently, and I gather that everything needs to be new other than 1 item that can be as new/recon - I wondered when it's the engine/gearbox (for BEC) that's the recon component what the story is with the rear axle? Is this not included in the list of parts that has to be new?

Technically the axel should be new to 1 item is 1 item
as you say the 1 recon item tends to the engne

If I put a used part on Ebay and advertise it as new, this will make it new to the buyer?

There is now a new type 9 box on ebay.

So, I could refurbish my rear axle (diff is out anyway) and I'm looking at a new reg?

What about really small things - has anyone ever spoken to the DVLA about this?
