The requirement is that ALL parts are new (with proof) but ONE component may used if it has been reconditioned to AS NEW condition.

The DVLA have, sometimes, regarded a bike engine and gearbox as two components and refused a new reg. People have got around this by fitting a reverse box (the 'gearbox' ) and then having the bike engine/box regarded as one component.

In my opinion this is a bizarre interpretation of the rules so I would suggest you talk to your local DVLA office who will be dealing with your registration and be clear on what they want. Standards vary with DVLA on many issues across the country so asking on here will always get a variety of answers

Leave it to MNR and don't speak to your local office yet!
