
Would it be possible to get a Wilwood (screw top) type bias valve through the SVA ?

You can any form of bias device you like - but they'll test the brakes with the control set to both ends of the range. The chances of passing
the test at both settings are fairly slim...

What's the chance of a pass with no bias, as I'd like to fit a valve at some point ?
It's a BEC (R1) with standard sierra rear calipers and discs. Wilwoods on the front.
Could you not put the valve in the rear and remove the knob? Then, it's not really adjustable. Just a thought.

Just remember that people with mechanical bias systems have had to either weld up the adjustment, or put a roll-pin through it, to get through the
test!
If it's reasonably easy to adjust, then they'll test the whole range of settings.
This is actually a sensible rule, IMHO. The car could get horribly dangerous if it was possible to easily set the bias to a badly wrong setup.

My Indy passed SVA with no bias valve and with discs all round

I have no bias valve, and if anything I could do with more rear brakes not less, this is echoed by others I have talked to
Ours passed easily with no bias valve, as have numerous other BEC's. 
I have got a bias valve in mine but for SVA it is fully open as the sierra master cylinder sorts out the rest.
It is also covered in the tunnel and not adjustable by the driver without removing the top panel which means undoing loads of screws (and it
can't be seen) so this should be fine for SVA.
