I take it you mean where it goes onto the sterring rack.
I would use a bolt that has a plain shank part before the thread not a bolt with thread all the way along. I would also use 8.8 grade.
You will want to do it up fairly tight so nothing too soft.

A bolt with the thread all the way along is not a bolt ! It is in fact a set screw.

Use a set screw danger is a proper shanked bolt can become thread bound, resulting play is a common MOT failure.
Set screw should be 8.8 grade or higher.
Nyloc nut + tiny bit of loctite on both thread and splines.

A set screw will wear at the contact point between the thread and the rack spline, giving a small amount of play in the steering. I thought the rack was knackered and as a last resort changed the bolt to a standard bolt (I cut a longer one down to get the right shank length) - bingo.

p.s. 8.8 or better and Locktite on the splines is a good idea.
