Rally Design say the outer is 2meters long! I have barely a 1m run to the handbrake - Is the cable able to be shortened with ease?

yes it can be shortened.
I just removed the inner cable then measured and cut through it with an angle grinder with a cutting disc.

A good trick when shortening inner cables is silver solder the bit you are going to cut before you cut it -- this prevents the cable fraying.
