Lose the PAS elements and build up the rack, this is a cheap way of getting a quick rack but will fail SVA, used to be used by rally cross boys, especially for odd cars like 205 pugs etc.

Better to rebuild with all parts and get an electric PAS pump from a scrap SW20 MR2, 'A' class merc etc from Ebay and plumb in.

By controlling the motor speed you change the level of assistance 'the basis of speed sensitive PAS', this will pass SVA.
