Anyone know where I can get ahold of these. Everywhere try seems to not be able to get hold of them

Go to the tyre shop and get a car innertube out of their skip. Cut it into strips wide enough to fit in the grooves and wrap it round your rack 3 or 4 times till you can just force the bracket over it. It holds well when it's bolted down.
