front hub seal - help

I have had to change a front wheel bearing on my J15 and i want to ask about the grease seal.
I didnt fit the first bearings and seals on my build so this is my first time so want to get it right.
I have changed the bearings and races ok.

I thought the seal should tap into the hub nice and snug, so it rotates around the spindle, but the seal slides into the hub smoothly just pressing with fingers. A few taps with a block of wood and hammer dont seem to press it in any futher.
When assembled back on the car, the seal is static on the spindle and so the hub spins round it, which i am sure isnt right, or is it?

Am i not hitting the seal enough? It realy doesnt seem to want to go any futher into the hub.

The hub assembly is capri 2 litre type.

I can not comment on your setup, but all the wheel bearings ive done, the rubber seal requires a good whack with a hammer and block off wood, and to remove the seal, you would have to prise it out with a screwdiver, and as it was such a tight fit, it would be ruined

i think, you could have the wrong seal,
