I'd say it's not been built with IVA in mind. If it was they wouldn't have fitted a hydraulic handbrake which won't pass an MOT
let alone an IVA.

That would depend on the weight, its distribution and the stiffness of the chassis.
Get yourself to stoneleigh on 1-2May and hava a good mooch around the cars there to get a better idea of what does/doesn't work.

WRT the car on e-bay, that might take a near complete strip down and rebuild to get through IVA. Its got some good parts on it though so if you got
it for the right price and were prepared to treat it as a build project rather than a 90% finished car then maybe worth a look after doing a quick
calculation on what its worth in bits. I wouldn't dream of bidding on it though without a visual inspection to as a minimum verify that the
chassis is straight and isn't going to fall apart on you into the first corner or when you first hit a pot hole.

Looks a total dogs dinner to me TBH and can't see it ever been roadworthy. Speaking as a current BMW M52B28 builder
