Our pick up truck had drums and it had 77Hp and was designed to stop 2.4 tons.
Probably not ideal but it did stop eventually.
Sometimes by double pedaling would stop a bit quicker.

What's that, both feet on the brake pedal
I have Sierra dics and drums on toy car and that stops fine even at (approx) 750 kgs
