Dreamweaver is the best... IMHO!
Dont recommend using MS Frontpage as it fills the site with hundreds of other wasteful files which are only for MS sick version of fun. ( )

I use Macromedia Studio MX at work which is very good. (Dreamweaver, Fireworks, Flash and Freehand)
I used to use Adobe Go Live which is good for simple web sites.

Notepad...
it's the only real way to get a site doing what you want....
or if your knowledge isn't that good - I used Dreamweaver MX 2004 recently and it seems reasonable - although i still resorted Notepad for the
final tweaking and getting everything to work correctly......

yeh been thinking about doing a web page to chronicle the seven build.
