Ok it's taken 5 minutes to read your question so can answer now

I am going to weld a small section of box to the inside of the top rail with a U shaped clamp going across the tube that will have the headlamp mounts on the end.

This will allow me to have adjustment on the vertical axis and the headlamp nut itself will be the side to side adjustment.
