Scuttle/dashboard edge

Can anyone give a deffo. answer to this one please.
I'm covering the turned edge of the ali. scuttle around the top of the dash with rigid PVC tubing.
This will mean a min. radius of 21mm.
I'd rather not cover or pad it - a lick of black paint for preference and then bonded onto the scuttle.
Question is will that pass SVA?

The top rail of my scuttle is simply ally folded over a 3mmX 25mm steel, no padding and this was not commented on at SVA. The radius rule is for the bottom edge or anything else your legs might contact. It's up to your SVA examiner to decide whether the edge is OK or not mine just wanted it to be better than the 2mm radius. He did not accept ally angle outside corner on the curved section above the rear wheel arch I had to change this to some radiused section!
