Windscreen horizontal plane

In the SVA manual under glazing, the manual states: Check that, when seated in the driving position, the driver has full-unobstructed view of the road to the front and forward of the nearside and offside of the vehicle. The lower edge of the forward field of view must not be above the windscreen horizontal plane.

Does this mean that any part of the bodywork or car that is in front of the windscreen must not be above the calculated horizontal plane?

I believe that may be the case. I remember someone on here raising the rear ride height so a bonnet bulge was not in the way.
