Do I need a handbrake light, to show it's on, for the SVA ?

if Im reading your question right you do need a light which comes on when you put the handbrake on

Need a light for low brake fluid warning,its normally the hanbrake that tells you the bulb is ok.

the same light needs to come on when you press the top of the brake M/C

You dont need a light to show you the handbrake is on.

But you DO need a low fluid light for the brakes, and a method of testing the bulb from the drivers seat. A push button on the dash is adequate.

As David has already said, you do not need a handbrake warning like, it's just that this is an easy way of testing the brake fluid warning light which you need to do for SVA. If you don't use the handbrake warning light then you can just use a push button on the dash.
