adam
wiring looks ok its not one of the flip down pads its a fixed one may end up bypassing the damn thing at the pump
I had a similar problem with my 406, one of the coductors inside the braiding next to the hinged lid had fractured from fatigue.
Peel back the braiding, find the damaged conductor by feel and solder in a repair piece.

HI i have come across this prob at work befor what we use to do is send off the ECU and get the imoblizer removed
we used a ferm called http://www.injectioncorrection.co.uk or http://www.bsecorp.com ( all so none as blue streak)
If it is a diesel then there will be no ECU, a continuity check on the wires might be a good move.
