flasher relay faulty?

got round to testing my wiring after a rewire and the indicators/hazards don't work.
hazard switch tries to flash dimly and there is a little bit of light at the rear, nothing at the front. same when the hazard is of and the indicator switch is on.
flasher unit is getting 12v but its output moves about between 6.2v and 7v. shouldn't it be 12-0-12-0..............?

i removed the flasher unit and put a short wire in its place and everything worked fine but obviously not flashing.

all 4 indicators are led's and the flasher unit is the blue electronic one that CBS sell.

tested it on the bench tonight with one light connected, all it did was light up dimly and tried to flash. looks like i'll have to try another flasher unit next
