wire size?
if a load on a circuit is 10 amps which will then have a 15 amp fuse protecting it, is it ok to use 16.5 amp cable or do i need a bigger difference in
rating between cable and fuse?

Not unless you're replacing the UK-US fibre optic link with some good old copper
16.5A is way enough for a 10A (expected) circuit.... Okay so a 15A fuse will temporarily pull more than 16.5A in a short circuit but the fuse will go
first...

thats the bit i was worried about, wasn't sure if a 15 amp fuse would let enough currant through to melt the wire before blowing
cables about 3m max

I really wouldn't worry about it Fuses are designed to blow in an over-current situation, cables aren't.... Going for a bigger cable
will just add weight to the car and provide extra protection for a situation that will never happen (ie where the weakest point in the wire/fuse chain
is the wire)....

I agree with Ben.
Modern thinwall 1mm cable looks thin and puny but will take 16amps no problem. Just wired up my whole injection system with it (nothing needs more
than a 10amp fuse) and wished I had done the rest of the car the same...another job for next winters list!
