Rust on Cylinder Bore

Hi..
Recently aquired a 2.0 diesel Engine.. Taken Head off - doing the gasket..
There is 2 small rough patches on the cylinder bore..
I think it has rusted & pitted then cleaned up before i got it..
Will gas/compression go through to the water jacket
Is this anything I should worrie about?

I would take the pistons out, and clean / re-hone the bores to see if there is any serious problem. from the picture, it looks like theyve been welded!

It may just be the pic but it does look welded, or rusted through from the outside in
Need more checking
If its found gas and liquid tight I'd run it,
