When does IVA get set in stone?

hmm, i'm still not convinced it will come in at the end of april you know. i don't know why... i think they really should have come out with a final manual by now. at least 2 months before it starts, but i have no evidence or proff of that. just my thoughts.

It seems crazy that they stopped the SVA before having a new set of guidelines. Where is the sense in that?

Actually, I was getting a bit worried about this. I'd given up trying to get things done in time for SVA (too much still to do), yet now SVA registration is closing, where is the new process for registering for IVA? I do still want to get my car on the road this year.
Just checked the directgov website and it still talks about SVA (linky)
Anyone know yet what the process/forms will be for IVA?

I was just chatting to the SVA people and they mentioned that the paperwork had to be registered by Friday!
