So sheffield has the highest rating of searching for "locost" among cities.

Hmm, did a search for TVR and it came up with Romania. Thought that was very telling (talk of moving abroad etc) until I realised that TVR is "televisiuena romania", a TV channel

Number 3 and 4 are Milton Keynes and Bletchley respectivley, these couldb easily be classed as the same area. Taking milton keynes way in front.
