Second hand shockers

I've just got a pair of secondhand AVO shocks , and when I screw the adjuster right down and pull the shock in and out there seems to be a bit where when I pull it out it can go back in about half an inch before the fluid acts on it, but when I screw the adjuster up a bit to make the shocker stiffer it seems ok.
Is this normal?

Not sure, but dont they have to pump up before fully operational, especially if stored lying down
