if I send money via paypal from my credit card to a non-paypal user (i.e. their email address) for a private purchase outside of ebay am I protected from any issues with the purchase by paypal (doubtful) or my credit card (hopeful)

How is it possible to send money via paypal to a non-paypal user?

sorry, to clarify, i can email somebody money from paypal even if they dont have an account, then they must sign up for an account to access the money.

i dont think this is going to be viable.

can anybody think of a protected way of buying from an individual in europe?
