A few hundred meters clearance would surfice for the windmill, I wouldn't live withinn 100 miles of a neuclear reactor if I had any choice in the

yea, but chernobyl was caused by the russians that were running it without the necessary protocols being followed.
a quick google indicates that the average wind turbine is rated at 1.5MW, and over a year averages 25% production. Average nuclear powerstation is just short of 1Gw, so you need about 3000 wind turbines to equal one nuclear reactor.
So under that you'd need about 3 million of them for time travel
