
I've found this near me, a plot of land of permanent pasture.
I've looked at what that means here, and from what
I understand it means that land has to stay that way. Am I reading that right?

looks like it means ithas only been used for grass, no crops. Best ask the seller if you want to grow a crop, but I suspect that is not your idea....

Agricultural land is difficult enough to change use, this regulation makes it even more difficult.
You may only be able to use it for silage or grasing

That area of land would be 20,000€ over here!

I'm more curious how it hasn't been snapped up for yet another estate of high priced houses, just got the impression it had been made
illegal to build on it. But surely a nicely sized house and a test track would be possible 
and its already got a perfect hovercrafting lake
'land of permanant pasture' says to me that its only for animals to graze on and nothing else
