i somehow think its staged to make it a bit more dramatic. all that work and they neglect such a mundane thing as a fuel pump?? or even just mounting the fuel tank above the engine? personaly i think it would have been more entertaining to see the boat hurtling down the river at breakneck/certain imminent death type speeds.
saw a similar thing in one the first episodes where they built walking car things and on one of them they used armco barriers as feet either side and blatently cut through them so they would break in half when it set off. they other one was as useless as the hydro plane thingy in todays episode.

What a waste of effort, why cant they just alternate between weight pullers, dragsters and cannons every week, viewers and builders would be much happier

It was a bit pathetic wasn't it ? I must say the ideas now seem to be covering old ground now. Time to call it a day and finish the series.
