This would seem to be true after finding some information on Germany.
Most Germans have their cars washed regulary at an automatic car wash. For some of them though, the brush-rollers there are too rough and so they prefer to wash their cars by hand in order to protect the finish. But watch out! In Germany you’re only allowed to do this at a self-service car wash, since washing your car on the street in front of your house is said to pollute the environment..

An old English Law dating from Tudor times stipulates it is illegal to empty water onto the streets. Stems from waste products (Po's) being emptied into the streets through windows, frequently onto passers by.

As late as the sixties it was not uncommon to be prosecuted for washing your car in the street.
I don't think this law has been repealed, just ignored!

How does an automatic car wash pollute less I ask? Surely all those pumps and motors are a whole lot less effiency than Mr Joe and his sponge and bucket.
Madness.
I take it you could still do it on your drive though?

the vast majority of the water at an automatic car wash is recycled. Only the rinse at the end is clean water. The detergents and waxes are all biodegradable too.

I'm more shocked to hear that Conrod washed his car(s). The Poland thing is insignificant after that!

I'm off for a lie down...
