You were selling on ebay, therefore you should have been fully aware that there were listing and potentially finishing fees. You chose to take Paypal,
which again, you must be aware has a fee attached. I know it is widely done, but you shouldn't cover those fees on P&P. IMHO, you can put
whatever value you want for P&P, it is up to the buyers if they want to bid on it.
What I don't like, is the assumption that this is stolen, and that all postmen/women are thieving scammers. If you have proof it was stolen,
then fine, in this case, for your item, perhaps you can say this. Otherwise, you simply do not know, and jumping to conclusions, and making rash
generalisations won't solve anything. I am sure there are theiving scammers in your line of work too - show me a profession that
doesn't!
As for the money not sent back by the post office, the terms of the RM compensation scheme states "However, if there was something of value in
your mail, we'll refund the actual loss, up to maximum value of 100 First Class stamps or up to the market value, whichever is the smaller
amount." The actual loss is the cost of the contents and postage cost of the mail, not the packaging around it, or the inconvenience, petrol
costs etc.
I have nothing to do with the PO, or RM. I am just a happy customer with a very friendly local post office and posty, who bends over backwards to help
me out (he always puts a letter through the door to tell me where he has hidden my latest purchases, or which neighbour I need to plead with!)
At the end of the day, if you are still not happy, you could try delivering it for yourself - 48p of fuel might even get you a few miles!
