Wierd inlet manifold
I just dont understand this Manifold, why use half a twin choke. Its not even for a straight tract like the old 2 halves DCOEs on MGB's...

I don't know either, but a long time ago people were racing 1275 Mini's with two 40 DCOE Webers, but only using one throat of each carb.

It's for using half a DCOE just as you say, for race regulations that permit only one choke.

It is likely to be for a racing formula where engines are restricted to one carb venturi.
Some of the old Mini only Saloon classes were like that.
