paypal unable to get money - how?

i've won a bike on ebay that i am pretty sure is scam (0 feedback seller, no info about it, no reply to questions ...) but that is since I ain't givin' no money until I see it in person.

just curious as to under what circumstances would paypal not be able to retun my money if I had paid via paypal.

if the seller is not varified then dont send payment at all.

buying big items is a risk using paypal.

if the seller takes the money out of his paypal then you could have to wait 6 months to get your money back if the seller refuses to give you a refund or states you have collected the bike and you havent.

a few of my friends have been bitten in the arse with buying bikes.

i bought one and he was -1 feedback and had a non verified paypal account so i went to collect and paid cash.

other option go see bike and pay via paypal onsite so the customer has the money and you have a little security.

^^^ there is no chance of me parting with any money prior to seeing and checking the bike over.

I was thinking if the seller had stolen an account then moved the money out so that paypal couldn't get it back or some thing like that.

I thought even if you've taken the money out, that if paypal find in favour of the buyer they will simply give your paypal account a negative balance and start trying to recover the money/send in the heavies etc.

yes but if they dont reply to anything at all and they have 0 funds then it takes alot longer to get the money. pain in the arse.

but paypal have started holding funds till feedback is given for new users to stop that happening.

if someone has hacked the ebay account unless the user who has been hacked is a muppet they would struggle to get the paypal account too.

and then they have to register a bank account to get the money out or send it on to another paypal account leaving a nice forensic trail.

anyway the long and the short is dont buy off users with less than 10 feedback and new users.

this will get rid of most bad users.

then only send to verified addresses and if your buying something large/expensive with warranty.

go see it and pay onsite using your phone or a 1 time passcode.pin number if using there pc or get someone at home to do it for you.
